We're some 17 and a half months from when the midterms would normally be held.
Trump has repeatedly misused #EmergencyPowers legislation in situations which do not fit with the letter, nor the intent, of the law.
Him misusing the #InsurrectionAct seems quite likely.
I'm thinking it'll depend on if he feels he personally will get a significant nett benefit. And if Putin doesn't nix it.My guess is that he's got everything in place to misuse the Act. And have no midterms.
