Yes, it will help people struggling with their bills to some extent. But not by much.
And yes, it's a simple measure that's easy for the government to do quickly, so I suppose it has that in its favour.
And it's probably slightly progressive, in that people on minimum wage spend a greater proportion of their income on electricity than millionaires do.
But it's not massively progressive. Millionaires still spend a lot more on electricity than people on minimum wage, so they'll still benefit more in absolute terms.
If Burnham wants to help people struggling to pay their bills, raising the income tax threshold or the rates of Universal Credit would probably be better targeted.
Also, it encourages more energy use, which is not what we should be doing when the planet is burning.
