From a form factor perspective this dock https://www.cablematters.com/pc-1572-180-usb-c-smartphone-tablet-docking-station.aspx (also Cable Matters, incidentally) hits all the requirements but they don't state the HDMI spec. "4K 60hz" indicates it's probably HDMI 1.4 and thus not #eARC compatible, leaving out uncompressed and multi-channel format like Dolby Atmos, DTS-X and so on.
