YNYSTAWE: ‘Licence to thrill’ — the DVLA man whose six wickets won the village a Lord’s final, 25 years on
When Ynystawe walked out at Lord’s in 2001, they were the outsiders. The team they faced, Elvaston of Derbyshire, were the defending champions and among the most feared village sides in the country, with two titles already to their name.
Ynystawe posted a modest 190 for 5. Then Paul Discombe took the ball.
His 6 for 18 skittled the champions for 91 inside 27 overs — a 99-run win, the largest margin the final had ever seen, and figures no bowler has bettered in a Village Cup final before or since.
Twenty-five years on, Discombe is to be inducted into the National Village Cup’s Hall of Fame.
He will receive the honour at a ceremony during this year’s final, at Lord’s on Sunday 6 September.
Ian Smith, the tournament manager, said Discombe’s performance was “the stuff of dreams for any bowler”.
He added that he had been “particularly amused” to read that, as a DVLA employee, one newspaper headline had described the bowler as having a “licence to thrill at Lord’s” after the 2001 final.
“We look forward to welcoming him to Lord’s for what promises to be a truly amazing celebration of village cricket,” Smith said.
Discombe was named man of the match that day. The XI that beat Elvaston, captained by David Llewellyn, has been remembered by the club ever since.
Ynystawe have not returned to a Lord’s final in the quarter of a century since. It remains the club’s only national title.
Ynystawe Cricket Club was founded in 1920 by villagers returning from the First World War, and originally played at Ynystawe Park, land gifted to the community by John Player. In 1953 it bought four acres from a local farmer at Maes-yr-Afon and built its own ground.
The club now plays in the South Wales Premier Cricket League.
Discombe joins two other inductees this year: Brian and Terry Carter of Troon in Cornwall, whose side won three of the competition’s first five titles in the 1970s.
Laura Graham, head of marketing at competition sponsor Cawston Press, said the Hall of Fame was “a brilliant way to celebrate those who’ve made such a lasting contribution to village cricket”.
“One of the things we love most about the Village Cup is the incredible sense of community and the stories that make the competition so special,” she said.
The competition has been run by The Cricketer magazine since it began in 1972, and Wales has a strong record in it — Gowerton won in 1975, St Fagans three times, and Sully Centurions in 2004.
The August issue of The Cricketer carries a feature on all three of this year’s inductees.

Schools from Swansea and Neath Port Talbot have swept the top prizes at the DVLA’s annual Code Challenge, with local pupils taking first and second place in both age categories.
Parkland Primary in Sketty was crowned winner in the 7–11 age group, while Welsh-medium school Ysgol Gymraeg Ystalyfera Bro Dur took the top prize in the 11–16 category.
The runners-up spots also stayed local: Blaenbaglan Primary in Baglan came second among the younger coders, with Gowerton Comprehensive School second in the older category.

Parkland’s winning team collected a prize of £2,000 worth of IT equipment, while Gowerton’s runners-up took home £1,500 worth.
The winners were announced at an awards ceremony at the DVLA’s Richard Ley Development Centre in Swansea, hosted by TV presenter Sian Lloyd and livestreamed across the country.
This year’s entrants were tasked with coding a game based on themes set by the event’s sponsors — including the army, programming a robot, creating a virtual escape room, exploring ‘growth’, and online, road and fire safety.
Tim Moss CBE, the DVLA’s Chief Executive, said: “Congratulations to Parkland Primary and Ysgol Gymraeg Ystalyfera Bro Dur on a fantastic achievement. The creativity and skill on display this year was outstanding, and every team that took part this year should be proud of what they accomplished.
“As one of the largest employers of digital and technology professionals in Wales, we’re passionate about supporting STEM education and helping young people develop the skills they’ll need in the future. It’s inspiring to see so much coding talent across Wales.”
Third place in the primary category went to Hawarden Village Church School in Flintshire, while Newport’s Rougemont School took third among the older age group.
The Code Challenge is part of the DVLA‘s volunteer-led STEM programme, founded in 2014 to promote science, technology, engineering and maths learning from primary school through to sixth form and college across Wales.
This year’s competition was supported by sponsors including the Ministry of Defence, British Army, Mid and West Wales Fire and Rescue Service, Swansea Council, South Wales Police, Tarian ROCU and the British Computer Society.
The agency — one of Swansea’s biggest employers — also runs a Digital Inclusion scheme, which donates equipment the DVLA no longer needs to local authorities for redistribution to schools.
Since launching in September 2021, the scheme has handed out more than 1,000 refurbished laptops across Wales.

SWANSEA VALE: Former DVLA call centre could become NHS factory making cancer medicines for the region
A vacant office in Swansea Vale could be turned into a factory making cancer medicines for patients across south and west Wales, under plans lodged with Swansea Council.
NHS Wales wants to convert the building at 3 Sandringham Park, in Llansamlet, into a facility producing injectable medicines — many of them for cancer patients.
The plans, submitted by NHS Wales Shared Services Partnership, seek to change the building’s use from offices to a medicines production facility.
The site is a former DVLA call centre, one of a cluster of buildings the agency once occupied at Sandringham Park, and has been standing empty and marketed to let.
The application says the new facility is urgently needed. It warns that patients across south and west Wales currently rely on a single unit in Swansea to prepare injections used in scans.
According to the application, that single unit is causing delay and disruption at 12 major cancer centres and hospitals — and if it failed, the NHS would be unable to scan patients with suspected cancer at all.
The documents describe the project as a very high priority for both the Welsh Government and the health boards and trusts that make up NHS Wales.
The facility would make many thousands of patient doses a year, focusing on injectable medicines with short shelf lives that have to be prepared in clean-room conditions, the application says.
Most would support cancer patients, but the plans say the facility would also produce medicines for a range of other conditions and for patients after surgery.
NHS Wales also says the move would bring work back in-house from commercial suppliers in England, securing skilled jobs in Wales — though the application does not say how many people would be employed.
The building would run around the clock, with the busiest hours between 6am and 6pm on weekdays, and staff working shifts.
Because of the sensitive nature of the work, the facility would need licences from bodies including the medicines regulator, the Health and Safety Executive, the Home Office and counter-terrorism police before it could open.
The plans involve no major changes to the outside of the building, which would be converted internally. Bird and bat boxes are proposed on the walls to provide a wildlife benefit.
The application notes the site sits within a flood zone, but argues the facility should be treated as essential infrastructure given its economic and health importance, and says the internal conversion would not increase flood risk elsewhere.
The proposal lands at a difficult time for the NHS locally, with Swansea Bay health board — a separate body from the applicant — recently announcing plans to cut up to 800 jobs over three years to balance its books.
It also comes as the region’s NHS continues to invest in cancer care, with Swansea Bay services recently honoured at awards dedicated to cancer treatment in Wales.
Swansea Council will decide the application in the coming weeks. Residents can view the plans and comment via the council’s planning portal, under reference 2026/1037/FUL.

LICENCE FRAUD: Thousands of lorry drivers given bogus medical tests in the back of vans by Swansea-prosecuted firm
Thousands of HGV drivers may be on the roads with licences obtained through bogus medical tests carried out in the back of vans, after a Swansea-led prosecution exposed a years-long fraud.
Andrew Eburne, 51, was jailed for four years at Swansea Crown Court for running Doctors on Wheels Ltd, a company found to have used unqualified staff to sign off drivers as medically fit.
The firm promised cheap medicals but instead carried out checks lasting minutes in laybys, motorway service stations and car parks across England and Wales, the court heard.
Eburne, of Hill Rise, Burbage, near Hinckley in Leicestershire, was convicted of participating in a fraudulent business in April and returned to the dock for sentencing. He has no previous convictions.
The case was brought by Swansea Council Trading Standards, which launched its investigation after concerns were first raised by the DVLA.
Drivers applying for or renewing a licence to operate lorries and buses must complete a D4 medical certificate, confirming they are fit to drive. The test must be carried out by a doctor registered with the General Medical Council.
Instead, investigators found Doctors on Wheels handed applicants forms pre-stamped with the signature and GMC number of a doctor who had not taken part in the exam, the court was told.
The Morriston-based DVLA grew concerned about the forms and ran its own test-purchase checks before taking its findings to Swansea Council in March 2019. Trading Standards then made its own mystery-shopper appointments.
On occasions, the court heard, those turning up were not asked for identification, and the person carrying out the exam — who was not a registered doctor — would fill in the form without asking many questions.
Prosecutors said the value of the fraud was £681,699. In one case, an applicant was recorded as having 20/20 vision despite having a prosthetic eye; another was logged as having no hearing problems but was profoundly deaf.
Lee Reynolds, prosecuting, told the court the true extent of the public-safety risk would never be known, but said there was evidence medicals were not done properly and conditions were wrongly reported to the DVLA.
Sentencing, Judge Huw Rees said Eburne had flouted the rules in a “brazen and obvious way” and run a system that “served to compromise public safety.” He told him: “You were the founder and orchestrator of this misleading and dishonest system.”
Eburne will serve up to half his sentence in custody before being released on licence. A proceeds of crime investigation into his finances will now be launched.
Cllr Andrew Williams, Swansea Council’s cabinet member for development, said the sentence should serve as a deterrent. “There will be no hiding place in our community for those who engage in this kind of fraud that puts road users and the public at risk of harm,” he said.
He paid tribute to the trading standards officers and DVLA staff behind what he called a complex and important case, adding that their work had prevented the fraud “becoming a much more serious issue.”

DVLA FRAUD: Swansea insider jailed after doctoring car records in £1.3m scam
A DVLA worker who used his job to doctor vehicle records in an organised fraud has been jailed.
Matthew Holloway, 32, abused his position at the agency’s Swansea office to falsify car paperwork, a court heard.
His changes inflated the value of the vehicles involved by almost £1.3m, and cost the DVLA itself £117,500.
Holloway, from the Birchgrove area of Swansea, was sentenced to five years and three months at Swansea Crown Court.
He had worked in the DVLA’s special registration team — described in court as a position of trust and responsibility.
Holloway conspired with two Swansea car dealers, Ashley Harris, 44, and Joshua Sawyer, 32, who paid him to manipulate records for their businesses.
Harris, from Llansamlet, was jailed for two years and eight months. Sawyer, from Morriston, was sentenced to two years and four months.
All three had previously pleaded guilty to conspiracy to commit fraud between January 2021 and July 2022.
The court heard Holloway ran what the prosecution called a “systematic campaign” of vehicle document tampering.
He removed registered keepers from logbooks and inserted new names, altered vehicle identification numbers, and stripped out markers showing cars had been written off.
In one instance, his alterations allowed a Ferrari that had been written off in Australia to be sold in the UK under false documentation.
In another, he doctored the records of a Mercedes-AMG so many times that the prosecutor suggested it might point to use in criminal activity.
Holloway also worked for others not before the court, in one case issuing false identity documents for a stolen Range Rover that was then sold to an innocent buyer.
Harris and Sawyer paid Holloway around £23,400 between them for circumventing the agency’s usual controls.
Judge Huw Rees told the men that “greed is at the heart of each of you defendants and your offending”.
He described the case as “organised and sophisticated criminality which has been committed for selfish gain”.
Holloway, who was in tears in the dock, was told his actions represented “a substantial fall from grace”.
Lisa McCarthy, of the Crown Prosecution Service, said Holloway had held a trusted position and exploited it for financial benefit, as had Harris and Sawyer.
She said their offending had “risked corrupting the UK’s vehicle registration system”, which the public, motor trade and law enforcement rely on for accurate information.
The DVLA said the case was a serious breach of trust by a former employee, who was dismissed once the fraud was identified.
A spokesperson said the agency had since strengthened its internal controls to help prevent similar activity.
A proceeds of crime hearing in relation to the case is due to be held in October.

SWANSEA: Trading Standards secures conviction against company issuing fraudulent HGV medical certificates
A director whose company issued fraudulent medical certificates as part of HGV licence applications has been convicted following a years-long investigation by Swansea Council Trading Standards.
Andrew Eburne, 51, of Hill Rise, Burbage, Hinckley, was found guilty of operating a fraudulent business through his company Doctors on Wheels Ltd, which provided D4 medical certificates — a legal requirement for anyone applying for an HGV licence.
The investigation was triggered by concerns raised by the DVLA, which had spotted anomalies in certificates being submitted as part of HGV licence applications. Swansea Council Trading Standards worked alongside investigators from across the UK to build the case.
A D4 medical certificate confirms that a driver is physically and mentally fit to operate a heavy goods vehicle. It must be completed by a qualified medical professional — typically a GP or occupational health doctor — and covers eyesight, blood pressure, neurological conditions and a range of other health factors relevant to driving large vehicles safely.
HGV drivers are required to hold a valid D4 certificate when applying for a Group 2 licence, which covers lorries, buses and other large vehicles. The certificates must be renewed periodically as drivers age, with more frequent renewals required for older drivers.
Fraudulent certificates raise serious road safety concerns. An HGV driver who is unfit to drive but holds a falsely obtained licence poses a significant risk to other road users. The weight and size of heavy goods vehicles means that accidents involving them can have catastrophic consequences.
The fraudulent certificates raised the prospect of unfit drivers obtaining HGV licences, with potential consequences for road safety.
Rhys Harries, Swansea Council Trading Standards Team Leader, said the outcome demonstrated the value of close working between agencies. “We were able to show in court that D4 medical certificates were submitted to the DVLA with the intention of them being issued as part of a HGV licence application,” he said.
“Fortunately, due to the expertise shown by the DVLA in spotting these anomalies, along with our own investigation, we prevented this becoming a much more serious issue.”
Harries added that the case underlined the importance of ensuring medical certificates are properly completed by qualified professionals to help keep roads safe.
The DVLA is based in Swansea and is one of the city’s largest employers, responsible for maintaining records on more than 50 million drivers and 40 million vehicles across the UK. The agency’s role in spotting the anomalies that triggered the investigation was described by Trading Standards as central to the successful prosecution.

NEATH: Fly-tipper ordered to pay £5,000+ after being caught by hidden camera
A company had been experiencing several cases of waste being illegally deposited near their entrance off the A4109 in Crynant, which included piles of interior wall rendering.
Due to how often it was happening, a CCTV trail camera was installed at the location which captured the culprit.
Fly-tipping in Crynant- Footage captured a vehicle entering the site where a person can be seen taking items from the boot of a car/vehicle and leaving them at the location before driving away.
- Within a few days, a man driving a Blue BMW was seen entering the site and taking containers out of the boot of the vehicle which were left on the verges of the track. An item was also thrown from the driver’s window of the vehicle.
- Just a few days later between 3pm and 4pm, a man arrives in the same vehicle (blue BMW). The male removed builder tonne bags from the boot of the car which he emptied at the site before driving off.
The matter was reported to NPTCBC which prompted an investigation by Neath Port Talbot Council’s Waste Enforcement section.
DVLA checks on the vehicle showed the registered owner as a Mr Jurij Sarcenkov of Uplands Road, Bristol, BS16 4JU. A Google Street View image from April 2025 shows a vehicle matching the description on the driveway of the address.Over the Christmas period, the blue BMW was identified as being linked to a property in Neath Road, Crynant. where the driver was seen leaving the vehicle and entering the address. A Council Tax check on the address confirmed the property was linked to Mr. Sarcenkov, which he also confirmed during an interview under caution.
Also at the property, investigators found rendering waste in the front garden which matched the description of what had been disposed of near the company’s entrance. They also discovered builders’ bags in the garden to the side of the property.
Mr Sarcenkov – the registered owner of the vehicle involved – was interviewed by Waste Enforcement officers at Neath Civic Centre and gave ‘no comment’ answers to all questions.
On the 2nd April 2026 at Swansea Magistrates Court 40-year-old Jurij Sarcenkov from Uplands Road, Bristol, BS16 4JU, pleaded guilty to 3 offences contrary to s33 of the Environmental Protection Act 1990. He must now pay the following sums:
- £1,000 fine for each offence (£3,000)
- £869.94 in costs
- £1,200 Victim Surcharge
Total: £5,069.94

200 recycled laptops donated to young people in Swansea
Partnership tackles digital exclusion
The devices, refurbished and donated by DVLA, are being distributed by Swansea Council to children and young people supported by social services, youth and education teams, as well as students in schools and colleges. Some have also been provided to people accessing the council’s Domestic Abuse Hub.
The scheme, launched in 2021, is part of the UK Government’s IT Reuse for Good charter, which encourages organisations to repurpose equipment to promote digital inclusion. DVLA was one of the first signatories.
Council welcomes latest donation
Council Leader Rob Stewart said the partnership was already making a difference:
“We were the first council to partner with DVLA on their innovative Digital Inclusion Scheme, with hundreds of pupils at our schools benefiting over the last few years.
“This latest donation of 200 laptops has been put to very good use, supporting young people and families who access our services, including looked after children and young people working hard to secure training and employment. This will make a real and positive difference to them, and I’m proud that the council and DVLA have worked together to achieve this.”
DVLA: ‘Helping people chase their goals’
Tim Moss CBE, DVLA Chief Executive, said:
“It’s fantastic to see how our Digital Inclusion Scheme is helping young people across Swansea. Not everyone has access to a laptop at home, so being able to pass on our refurbished kit means more people can get online, learn new skills, and chase their goals. We’re proud to work with Swansea Council on this – it’s a great way to support the community and make a real difference.”
Environmental benefits
As well as supporting digital access, the scheme extends the life of laptops and reduces the number of devices sent for disposal, contributing to DVLA’s carbon reduction targets.
All donated devices are securely cleansed to government standards and provided with operating system licences through the Microsoft Authorised Refurbisher programme.
