The #Council of #Europe has signed an agreement with #Ukraine to establish a #tribunal for #Russia 's crimes. However, #Putin, #Mishustin, and #Lavrov have been exempted. Tribunal can only initiate proceedings against them once they leave office.
In essence, this turns a #dictatorial lifetime regime into a competitive advantage. The more crimes regime commits, the more protected it becomes.
