I thought about the exact quote, like, an hour ago? I have been re-reading The City of Blades, by Robert Jackson Bennett, where a character refers to the ends justifying the means, which is more or less the point that Garak is making here...
... and it is such a perfectly Garak thing to say, pragmatic and morally ambiguous, unusually dark for Star Trek (maybe that is why it has stuck with me so much?).
I can't even say that I disagree with Garak's moral calculus in this specific instance: as general (qualitative) statement "the end justifying the means" can, has been and will be used to excuse horrors. As a quantitative statement, suggesting that we attempt to balance the consequences of our actions, it seems a reasonable approach to living a moral life in an imperfect world.
Now we only have to agree on what is good and evil, and what weights to apply before doing our moral sums....
