...FLASH FLOOD EMERGENCY FOR BEAVER CITY...SPECIFICALLY THE GROVE
    AREA...

...FLASH FLOOD WARNING FOR THE COTTONWOOD BURN SCAR IN BEAVER COUNTY
REMAINS IN EFFECT UNTIL 8 PM MDT THIS EVENING FOR EAST CENTRAL
    BEAVER COUNTY...

At 252 PM MDT, A large debris flow has over topped the diversion dam
in Beaver Canyon. It is expected that several additional debris flow
waves are forthcoming. Debris flow waves are expected to come in
pulses as this debris flow continues downstream into the Grove area
of Beaver City, with the initial wave reaching there imminently.
Between 0.5 and 1.5 inches of rain have fallen over the majority of
basins in the Beaver Canyon area. Flash flooding is already
    occurring.

Excessive rainfall over the burn scar will result in debris flow
moving through the Beaver River system downstream to the Grove area
of Beaver City. The debris flow can consist of rock, mud, vegetation
    and other loose materials.

This is a FLASH FLOOD EMERGENCY for Beaver City...specifically the
Grove area. This is a PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER
    GROUND NOW!

HAZARD...Life threatening flash flooding. Thunderstorms producing
flash flooding in and around the Cottonwood Burn Scar in
Beaver County. A very large debris flow is moving down
    the Beaver River now!

    SOURCE...Law enforcement reported.

IMPACT...This is a PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER
GROUND NOW! IMMEDIATE EVACUATION for areas in and around
the Cottonwood Burn Scar in Beaver County.

Some locations that will experience flash flooding include...
    Beaver City...specifically the Grove area.

  2. Compound Hydrogeomorphic Cascades And Rapid Upstream To Downstream Hazard Coupling In The Eastern Himalaya

“In hilly regions transitioning rapidly to low gradient alluvial plains, localized hydrometeorological triggers can instantly scale into devastating basin wide disasters. This study dissects the September 2020 cascading hazard in parts of the Arunachal Pradesh-Assam corridor to quantify the rapid coupling between upstream hillslopes and downstream floodplains…”

“Extreme precipitation in the Eastern Himalaya is increasingly associated with coupled hillslope-floodplain hazards. This study examines the 17th-18th September 2020 rainfall event in Arunachal Pradesh initiating landslides and its downstream impacts in Assam, India, using multi-sensor satellite data and long-term rainfall records. Sentinel-2 imagery was used to map landslides and debris flows, Sentinel-1 SAR data to delineate flood extent, and IMD gridded rainfall (1996–2020) to analyse rainfall spell characteristics. The event triggered widespread slope failures, localized landslide damming, and a subsequent breach, generating sediment-laden flows that inundated ~ 100 km2 of the Dhemaji floodplain. A backscatter-derived Relative Flood Volume Index (RFVI) indicates spatial variability in inundation intensity, although it does not represent absolute flood volume. Rainfall analysis suggests that antecedent wetness from preceding spells preconditioned slopes, while peak daily rainfall (> 170 mm/day/) initiated landsliding. Power-law scaling shows negligible dependence of intensity on duration (R² ≈ 0.0004), whereas cumulative rainfall exhibits a stronger relationship with duration (R² ≈ 0.54). These results indicate distinct roles of rainfall intensity and accumulation in controlling landslide initiation and downstream flooding, respectively, highlighting the importance of compound rainfall forcing in rapid hydrogeomorphic cascades...”

  5. LAFD has info and maps for the various #Evacuation warnings they've issued for the coming rains and #DebrisFlow risks.

They've sent deputies into the field because while there are warnings for general areas, specific addresses will have mandatory evacuation orders. This is pretty smart really, and deputies can inform non-ordered addresses of risks, so educational.

Due to the forecasted high rains which have the potential to trigger mudslides and debris flows on March 12-13, the City of Los Angeles is issuing EVACUATION WARNINGS for several areas and limited, address specific Evacuation Orders which will go into effect from 7AM Wednesday (3/12/2025) to 6pm Thursday (3/13/2025)

  6. Flash Flood Warning issued February 13 at 5:30PM PST until February 13 at 8:00PM PST by NWS Los Angeles/Oxnard CA

At 530 PM PST, local law enforcement reported dangerous debris flows in Altadena as a result of extremely heavy rainfall that is moving over the area. THIS IS A VERY DANGEROUS SITUATION!

HAZARD...Life threatening debris flows in and around the Eaton
    Burn Scar.

    SOURCE...Law enforcement reported.

IMPACT...Mud, rock, and debris flows are impacting drainages,
roads, and residences in and directly below the burn
    area.

  7. Info on #DebrisFlow cameras. Snipped from FB. #AtmosphericRiver #CAwx

"Update: all seven new cameras are now online
With a major atmospheric river projected to hit Southern California this week, ALERTCalifornia's field team has been working hard to install seven new cameras around Los Angeles to help emergency managers monitor potential debris flows from the Eaton and Palisades burn scars. The Bailey Canyon 1 & 2, Sierra Madre Canyon 1 & 2, and Sierra Madre Bridge cameras are already online for the the Eaton Fire scar. Cloudcroft 1 & 2 cameras will be online soon for the Palisades Fire scar. Search camera names at cameras.alertcalifornia.org to see their locations."

  8. AlertLACounty: Emergency message from LASD: 02/12/25 6:10pm: Deputies are in the field notifying residents of local mud/debris flow risk from PALISADES AND FRANKLIN FIRE burn scars. PARTS OF MALIBU, TOPANGA AND ALL OF SUNSET MESA are under EVACUATION WARNING until at least 2/14/25 2pm due to risk to of losing access. PREPARE NOW.
