    I can't help but wonder - aren't the bad driving habits (eg running stop signs/lights, ignoring pedestrians and bicyclists, failing to yield, speeding, ...) formed driving in places where they don't cause accidents, because pedestrians and other drivers are scarce enough that the probability of collision is low? And that those bad driving habits when in a high use area are more likely to cause collisions withreal damage? And if so, maybe targeting enforcement exclusively or primarily in the high injury areas is less effective? Are they misapplying the Pareto Principle because of a faulty root cause analysis? Should we be thinking about #DangerousDriving habits rather than collision locations when designing enforcement?
