Here in Australia, sunscreen is exempt from GST (our VAT) as long as it's only sunscreen (not mixed in with a a beauty product) and has an SPF rating of >15.
Given the northern summer getting nastier, this should be a no-brainer.
Skin cancer costs the country a lot more than the exemption.
