🇺🇸🇵🇰🇨🇳 США объявили о намерении вложить до $1,25 млрд в добычу меди и золота в пакистанской провинции Белуджистан, рассчитывая получить доступ к критически важным минералам и частично снизить зависимость от Китая в цепочках поставок сырья.
В конце января в регионе прошла серия скоординированных атак боевиков "Освободительной армии Белуджистана" на гражданские и государственные объекты в девяти населенных пунктах, в которых погибли десятки мирных жителей и силовиков, после чего пакистанская армия заявила о ликвидации более 200 боевиков в ходе ответных операций.
• Для инвесторов это стало сигналом, что любые проекты в регионе автоматически становятся военными целями, что уже происходило с китайскими объектами, на которые боевики регулярно совершают нападения.
• Тем не менее Вашингтон, реагируя на ограничения Китая по редкоземельным элементам, пробует зайти в Белуджистан через проект Reko Diq, один из крупнейших в регионе по запасам меди и золота, где половина доли принадлежит канадской Barrick Mining, а половина государству Пакистан.
• На практике Белуджистан остается "бутылочным горлышком" для всех внешних игроков: регион стратегически важен, имеет выход к Аравийскому морю и богатую минеральную базу, но хроническая нестабильность, вооруженное сопротивление и давние конфликты вокруг прав на ресурсы делают запуск добычи крайне рискованным.
• Все же Китай, несмотря на атаки, уже контролирует ключевые инфраструктурные и горнодобывающие объекты, включая порт и аэропорт, а также управляет крупнейшим в стране медным рудником, поставляющим сырье в КНР.
• В то же время США пытаются создать альтернативную опору для доступа к сырью, однако проект Reko Dig пока что находится лишь на зачаточной стадии, с потенциальным стартом добычи сдвинутым на 2028 год из-за проблем с безопасностью и разрешениями.
Пакистан обещает охрану иностранных проектов и рассчитывает увеличить экспорт критических минералов до $6-8 млрд в год, но на фоне продолжающегося восстания белуджей, обвинений в нарушениях прав человека и взаимных упреков между Пакистаном и Индией в поддержке боевиков, для западных инвесторов это выглядит как достаточно рисковая ставка с серьезными политическими и силовыми издержками.
