Via the SDASM archives on Flickr, a pic of a B-58 being used as an air launch platform. The rocket is different from that shown in the 1962 Project Town Hall proposal, but one image there differs from the others and looks like this--so I'm sure that's what this is.

As well as being a "toss and run" nuclear weapons platform, the idea was for it to launch satellite interceptors and photo reconnaissance satellites. The rocket was to be derived from the Minuteman, so all-solid.
