The 2026 US Counterterrorism Strategy lists anarchists and trans organizers as national security threats and calls for their "rapid identification and neutralization." COINTELPRO used that same word as a technical term. Most of its targets were never charged. They just lost the capacity to organize. The line from 1903 to now is unbroken.

‘She’s Lying’: Journalist Exposes Secret Watch Lists That Trump Official Says Don’t Exist
"Despite denials from a senior Trump administration official, secret watchlists of Americans are being used by federal agencies to track and categorize US citizens—especially protesters, activists, and critics of law enforcement—as “domestic terrorists,” investigative journalist Ken Klippenstein reported Wednesday.
Klippenstein said that two senior national security officials speaking on condition of anonymity told him that there are over a dozen “secret and obscure” watchlists that the Department of Homeland Security (DHS) and the FBI are using to track anti-Immigration and Customs Enforcement (ICE) and pro-Palestine protesters, antifa-affiliated individuals, and “others who are promiscuously labeled ‘domestic terrorists.’”
Of course, a smarter nazi than the likes of Kristi Noem, Pam Bondi, or McLaughlin probably would have realized it's not a great idea to publicly call the NatSec journalist who clearly has sources inside your own department a liar, but it's safe to say the Trumpenreich isn't composed of the best and the brightest this nation has to offer the species, so I'm not surprised they tried it. Through those sources, Klippenstein was able to confirm that DHS and the FBI were maintaining a whole bunch of different watchlists that appear to be targeting Americans the Trumpenreich doesn't like; to fight "terrorism."
As this article notes however, the reality is that at the very same time McLaughlin was setting the regime up for a spectacular own goal, ICE Gestapo goons in the street and Trumpenreich "Border Czar" Tom Homan were publicly talking about the existence of a "domestic terrorism database" expressly targeting people exercising their civil rights to protest ICE's ongoing and illegal ethnic cleansing project. In other words, one part of the Trump administration was denying the existence of these enemies lists, while another part of the Trump administration was intentionally threatening to put protestors on an enemies list that legally shouldn't even exist. This would be fucking hilarious if these people weren't trying to install a fascist dictatorship that will pile corpses so high it will blot out the sun if we don't come together as a society and stop them.
And why exactly does the US government think Trump's anti-terrorism apparatus has the right to go full McCarthyism on everyday Americans who don't want a fascist dictatorship or ethnic cleansing? Yes, that's correct - because of NSPM-7, and Bondi's ensuing Justice Department memo.
Okay, so they're caught red-handed; through leaks, and by Homan's own admission, the regime is keeping enemies lists. Furthermore, while corporate US media coverage of these events was still dismal, by now the opposition Democratic Party had locked on to NSPM-7 and the enemies lists Bondi's memo instructed the FBI to make, as a genuine threat to American democracy. Surely in February, once Democrats on the Oversight Committee had Pam Bondi under oath, she'd have to let the cat out of the bag, right? Absolutely not. Bondi stonewalled - even though, we literally have a leaked copy of her order to compile those enemies lists because of Ken Klippenstein's reporting.

"Despite denials from a senior Trump administration official, secret watchlists of Americans are being used by federal agencies to track and categorize US citizens—especially protesters, activists, and critics of law enforcement—as “domestic terrorists,” investigative journalist Ken Klippenstein reported Wednesday.
Klippenstein said that two senior national security officials speaking on condition of anonymity told him that there are over a dozen “secret and obscure” watchlists that the Department of Homeland Security (DHS) and the FBI are using to track anti-Immigration and Customs Enforcement (ICE) and pro-Palestine protesters, antifa-affiliated individuals, and “others who are promiscuously labeled ‘domestic terrorists.’”
