#Plan_S put a time limit on its support for TAs (end of 2024). But that only applies to the funders who belong to #cOAlition_S. It doesn't apply to the many universities signing this kind of agreement. The uni agreements expire after x years (usually 3) but can be renegotiated and renewed indefinitely. For my objections to these agreements, see #BOAI20, Recommendation 4.

#cOAlition_S is calling for public comments on its proposal for steps "Toward Responsible #Publishing".
https://www.coalition-s.org/blog/introducing-the-towards-responsible-publishing-proposal-from-coalition-s/"The new proposal is anchored in two key concepts that extend #Plan_S:
1. Authors, not third-party suppliers, decide when and what to publish…
2. The scholarly record includes the full range of outputs created during the research cycle, and not just the final journal-accepted version."

'as a whole, the proposal “is describing a system that is completely different from today’s mainstream forms of scholarly communication” ... "authors post their preprints openly on dedicated platforms and submit their paper for review; academics manage the peer-review process at no charge to authors; and peer-review reports, revisions and editorial decisions are published openly" '

Plum job: "#cOAlition_S wishes to commission a study…to identify ways in which readers and producers of scholarly publications (or their proxies, namely research #funders and #universities) could financially contribute to supporting the academic publishing services valued by their research communities as a function of their means in a manner that is globally equitable and sustainable."

#cOAlition_S (#Plan_S) reiterates that transformative agreements (aka offset agreements, read-and-publish agreements) should be transitional. It will drop its financial support for them at the end of 2024. Supporting them further "would significantly increase the risk that [they] will become permanent and perpetuate #hybrid #OpenAccess, which cOAlition S has always firmly opposed."
