The European Commission defined "sovereign cloud" properly: 8 objectives, weighted, scored 0-4.
Then admitted in its own guidance that SEAL-4, the top level, is "not today relevant" because Europe depends on non-EU chips.
The body that wrote the standard says nobody in Europe can meet it. We can't either.
Useful anyway: your overall level is your worst objective, not your average.
