Venezuela veröffentlichte am Samstag (03.01.) eine offizielle Erklärung, in der es „die schwerwiegende militärische Aggression der aktuellen US-Regierung gegen das venezolanische Territorium und die venezolanische Bevölkerung” zurückwies. Der Text führt aus, dass die Angriffe „zivile und militärische Einrichtungen in der Hauptstadt Caracas sowie in den Bundesstaaten Miranda, Aragua und La Guaira” getroffen hätten.Die venezolanische Regierung betont, dass „diese Handlung einen flagranten Verstoß gegen die Charta der Vereinten Nationen darstellt, insbesondere gegen deren Artikel 1 und 2, die die Achtung der Souveränität, die rechtliche Gleichheit der Staaten und das Verbot der Anwendung von Gewalt festschreiben“. Darüber hinaus warnt sie, dass „eine solche Aggression den internationalen Frieden und die internationale Stabilität, insbesondere in Lateinamerika und der Karibik, bedroht und das Leben von Millionen von Menschen ernsthaft gefährdet“.
Laut der Erklärung ist das Ziel der Aggression die Aneignung der strategischen Ressourcen Venezuelas. „Das Ziel dieses Angriffs ist nichts anderes als die strategischen Ressourcen Venezuelas, insbesondere sein Öl und seine Bodenschätze, an sich zu reißen und die politische Unabhängigkeit der Nation mit Gewalt zu brechen. Sie werden keinen Erfolg haben“, heißt es in dem Text. Venezuela bekräftigt seine Unabhängigkeit und erinnert daran, dass „Venezuela seit 1811 Imperien bekämpft und besiegt hat“, wobei es sich auf die Erklärung von Präsident Cipriano Castro aus dem Jahr 1902 beruft: „Die unverschämte Pflanze des Fremden hat den heiligen Boden des Vaterlandes entweiht.“Die bolivarische Regierung forderte die Bevölkerung auf, sich zu mobilisieren, und erklärte, dass „das venezolanische Volk und seine bolivarischen Streitkräfte in perfekter Zusammenarbeit zwischen Bevölkerung, Militär und Polizei bereitstehen, um die Souveränität und den Frieden zu gewährleisten“. Gleichzeitig wird die venezolanische Diplomatie „die entsprechenden Beschwerden beim UN-Sicherheitsrat, beim Generalsekretär dieser Organisation, bei der CELAC und bei der NAM einreichen und die Verurteilung und Verantwortlichkeit der US-Regierung fordern“.
Präsident Nicolás Maduro hat „alle nationalen Verteidigungspläne“ aktiviert und „die Umsetzung des Dekrets zur Ausrufung des Ausnahmezustands im gesamten Staatsgebiet angeordnet, um die Rechte der Bevölkerung und das uneingeschränkte Funktionieren der republikanischen Institutionen zu schützen und unverzüglich zum bewaffneten Kampf überzugehen“. Die sofortige Entsendung des Kommandos für die integrale Verteidigung der Nation wurde veranlasst.
In Übereinstimmung mit Artikel 51 der Charta der Vereinten Nationen behält sich Venezuela „das Recht vor, Selbstverteidigung zu üben, um sein Volk, sein Territorium und seine Unabhängigkeit zu schützen“. Abschließend ruft die Erklärung zur internationalen Solidarität auf und zitiert dabei den Kommandanten Hugo #Chávez Frías: „Angesichts neuer Schwierigkeiten jeglicher Art ist die Antwort aller Patrioten … Einheit, Kampf, Schlacht und Sieg.“ Die Erklärung wurde am 3. Januar 2025 in Caracas abgegeben.
Die Ereignisse finden vor dem Hintergrund maximaler Drohungen aus Washington statt, mit der militärischen Entfaltung der Vereinigten Staaten in der Karibik und der von der #Trump-Regierung am 16. Dezember angekündigten Seeblockade gegen #Venezuela.
Die im August begonnene Militäroperation der Vereinigten Staaten in der Karibik umfasst Zerstörer, ein Atom-U-Boot, den Flugzeugträger USS Gerald R. Ford und mehr als 4.000 Soldaten. Diese militärische Maßnahme wird von der venezolanischen Regierung als Verstoß gegen das Völkerrecht angesehen.
