Cracked it! Figured out the Fallout76 Fasnacht Day secret sauce. The attribute to pump is Charisma to get rare masks like the Brat Boy, glowing Red Hot or new Pitman. Luck and perception may still play a role but Charisma is the biggie. My prior post was incorrect partly cuz buffs I used for those also pumped Charisma.
