URGENT ACTION Needed on Zenith Franchise Transfer
Zenith Energy, Portland's most notorious climate villain, is trying to quietly sneak out of town by selling its dangerous CEI Hub facility to I Squared Capital, a Miami-based international private equity firm worth $60 billion in assets. Given the history of City officials breaking laws and straying from established processes to protect Zenith, and the immense dangers the Zenith facility poses to our region, Portlanders deserve more information, transparency, and a thorough investigation of this business deal, specifically the transfer of Zenith’s “franchise agreement” (a legal contract that grants a license to operate in a public right of way) to I Squared. As it stands, this would be the same franchise agreement that two Mayoral administrations refused to enforce against Zenith, a company with a record of law breaking and dishonesty a mile long. City Council must conduct a thorough review of this franchise agreement transfer with substantial community involvement. The Mayor and City Attorneys are pressuring the City Council to move fast and approve this agreement without adequate review.
The item to transfer Zenith's franchise agreement to I Squared Capital is now up on the agenda of the Committee of the Whole and will be heard next Thursday 7/23/26 at 9:30 AM at the Committee of the Whole. It's the third item.

Over two intensive days, partners aligned on project architecture, pilot integration, standardization activities, Open Calls, and upcoming technical milestones across the Cloud-Edge-IoT continuum.
The meeting reinforced collaboration, reviewed mid-term progress, and set the next steps toward interoperable #CEI infrastructures in Europe.

St Johns' Station 22 is the closest fire station left to the high risk CEI hub, right next door to Linnton and at special risk because of the consistent flow of oil trains and Zenith's mobile storage of many, many crude oil cars on the RR tracks in the CEI Hub and next to HWY 30, most of which has no guard rail.
The city has already done away with the closest Fire Stations and Hazmat stations in or near Linnton, which fire officials have noted is the neighborhood most at risk for wild fires in Portland.
Fire risk has been greatly increased with climate change, with increased heat and drought. Forest Park is right next to the CEI Hub, and we are heading into another high-risk wildfire summer like we experienced in 2020.
Some of the fire fighters at the St. Johns station have special training in fighting forest fires.
New budget amendments are due from the council by May 16.

or submit written testimony by 12/19The Critical Energy Infrastructure (CEI) Hub, a six-mile stretch of fuel tanks along the Willamette River that holds 350 million gallons of fuel, sits on soil likely to liquefy in a major earthquake. A disaster here could cause massive fires and spill hundreds of millions of gallons of fuel into the river and neighborhoods, amounting to what could be the biggest industrial disaster in US history.
On December 16 the city will consider regulatory changes to the CEI Hub and hear public testimony on the CEI Hub Policy Project. Corporate lobbyists are already pressuring the city for weak rules and the status quo, and they are used to getting what they want. We need to make sure community health and safety is the city’s top priority, not the protection of fossil fuel company profits.

We know the truth: Zenith's dirty fuels operations in our community has only exacerbated our poor air quality, putting all of us at risk.
