Bộ GD&ĐT dự kiến bổ sung bậc Pre-A1 (tiền A1) vào Khung năng lực ngoại ngữ Việt Nam. Khung năng lực sẽ được mở rộng thành 7 bậc, từ Pre-A1 đến C2, thay vì 6 bậc như hiện tại, và sẽ mô tả chi tiết yêu cầu năng lực cho từng kỹ năng.
