I never know how to feel about this. The tunnel is a megaproject. Megaprojects almost inevitably fail. Supplying water to 2/3rds of Californians is important. Especially if a quake occurs, people are gonna scramble real fast.
That water should also be going to fish populations to keep Delta salinity level and summer stream temperatures survivable.
Ultimately, we should retire more agriculture in California, faster. That's my only certainty.

Los Angeles Dept of Water & Power will do nothing for the good of the environment (read: end pillaging water resources to the north) unless its sued. It'll fight endlessly for the 2% of water it "exports" from the Mono Basin.
Sue LADWP.

If the state water board won't hold LADWP to account for the agreements DWP continually violates, sue the LADWP, and force it to comply.
