Our research sorts the casino sludge into three crimes that look nearly indistinguishable in a browser.
First, the 1.7 million illegal Chinese-language casino domains. These sites actually work. They have real games, real payouts, and responsive support, because the operators need you to keep depositing. These operators facilitate illegal gambling in China and other countries and are the backbone for an underground banking economy facilitating billions of dollars in money laundering annually. The known threat actors FUNNULL and Vigorish Viper run about 81% of these casino websites.
The second casino grouping comes from “scambling” – or scam gambling websites. On these sites you’ll see impossibly high deposit bonus, rigged games, withdrawals that never arrive, and operators who fold and relaunch one website after another. Since Brian Krebs wrote about these scambling sites last year, some weeks of 2026 had twice as many new sites as we saw in the same weeks last year.
The third grouping of casino sludge is likely the most important for most defenders – a C2 framework called PeckBirdy, which China-aligned APT groups have been running since 2023 inside disposable casino websites, because an analyst who sees a Chinese casino domain in DNS logs may ignore it or mark it benign. That dismissal is reasonable, but it’s also exactly what these threat actors are counting on.
One of the newest C2 domains for PeckBirdy, mcp-source[.]online, has zero detections on VirusTotal. Zero. It's reached over WebSocket, which most automated scanners never observe.
PeckBirdy has now moved the same “hide amongst the noise” trick onto Chinese-language adult sites, and in 2026 targeting expanded beyond government and education into basically every sector. Over 3% of our enterprise customers resolved at least one PeckBirdy C2, and the targeting in 2026 seems to be dramatically scaling up.
We've said it before and we’ll say it again: Stop ignoring casino domains. There are significant crimes occurring on these, and now APT groups are taking advantage of visibility and monitoring holes. Continue to ignore them at the peril of folks who count on your detections!

La secretaria de Gobernación, Rosa Icela Rodríguez, informó que la nueva Ley Federal de Juegos y Sorteos está prácticamente lista y advirtió a permisionarios contra actos de corrupción.

La secretaria de Gobernación, Rosa Icela Rodríguez, advirtió a los permisionarios de casinos y centros de apuestas que cualquier intento por corromper a funcionarios de la dependencia puede derivar en el cierre de negocios y en acciones penales contra servidores públicos que reciban dinero.
Durante la conferencia matutina presidencla este jueves, la funcionaria informó además que la propuesta para actualizar la Ley Federal de Juegos y Sorteos se encuentra prácticamente terminada y será presentada al Gabinete de Seguridad antes de continuar con el proceso legislativo.
El ordenamiento vigente fue publicado en el Diario Oficial de la Federación el 31 de diciembre de 1947. La legislación establece que corresponde al Ejecutivo federal, por conducto de la Secretaría de Gobernación (Segob), la regulación, autorización, control y vigilancia de los juegos en los que existan apuestas.
Advierten contra corrupción en casinos
Rodríguez explicó que, al inicio de la actual administración, sostuvo una reunión con permisionarios de las dos principales industrias relacionadas con el sector de juegos y apuestas.
En ese encuentro, relató, estableció como condición que los empresarios no entregaran dinero al personal de la Secretaría de Gobernación (Segob). Advirtió que, si se detectan esas prácticas, los establecimientos podrían ser cerrados y los servidores públicos involucrados enfrentarían consecuencias penales.
“Lo primero que quiero de ustedes es que, por favor, no corrompan al personal de la Secretaría de Gobernación”, dijo la funcionaria al recordar el mensaje que transmitió a los permisionarios.
La secretaria señaló que también se comprometió a trabajar en la regularización de asuntos pendientes relacionados con amparos y trámites del sector, pero precisó que no cuenta con representantes, intermediarios ni brokers para atender gestiones ante la dependencia.
Segob prepara nueva regulación
Rodríguez informó que la revisión de la legislación se realizó entre distintas dependencias federales que tienen atribuciones o alguna incidencia en casinos, centros de apuestas y establecimientos de entretenimiento.
La propuesta ya fue revisada con diferentes instancias y el siguiente paso será llevarla al Gabinete de Seguridad, antes de que pueda avanzar hacia el Congreso de la Unión.
La funcionaria también pidió a los permisionarios pagar sus impuestos y mantener en regla las obligaciones laborales de su personal. De igual forma, planteó que las inspecciones sean documentadas mediante grabaciones tanto por los establecimientos como por los inspectores.
La Dirección General de Juegos y Sorteos señala que la legislación vigente permite a Segob sancionar infracciones, revocar permisos y clausurar establecimientos cuando las faltas sean graves o frecuentes.
Casinos bajo revisión
La revisión del marco legal ocurre mientras las autoridades mantienen acciones de vigilancia sobre establecimientos del sector.
Rodríguez informó que se han realizado cierres y sanciones relacionados con posibles operaciones de lavado de dinero y defraudación fiscal, con participación de autoridades federales. La secretaria señaló públicamente que existe una cifra de establecimientos sancionados y otra estimación más amplia sobre casinos con algún tipo de problema, aunque esta última no fue precisada con exactitud.
La eventual reforma busca sustituir un marco jurídico con casi ocho décadas de vigencia y establecer nuevas reglas para una industria cuya operación actual incluye modalidades y mecanismos que no existían cuando fue expedida la ley de 1947.
La legislación vigente establece que ningún establecimiento donde se practiquen juegos con apuestas o sorteos puede funcionar sin permiso de la Secretaría de Gobernación. –sn–
