    Usually, Canadians and Americans had an almost free reign across the border at Peace Arch.

    Then they put up barricades.

    But it's not CBP nor ICE nor the CBSA (and definitely not IRCC) that put these barricades up, but Washington State Parks that did.

    Rationale?

    They were concerned ICE may nab up anyone crossing without a valid permit, just to meet a quota.
