A governor's pre-budget speech is a Constitutional obligation wherein he announces the policies, and intent, of the government. He is, in other words, speaking on behalf of the state government. If the state government is opposed to a particular policy -- in this case, the CAA -- and has decided to resist it as part of its official policy, then the Governor in his address is duty-bound to say so.
