I really appreciated district mayor Clara Herrmann’s speech emphasizing we were already part of the community and considered us Friedrichshainers and Kreuzbergers regardless of citizenship, and welcoming us as new Germans. Taina Gärtner of the district parliament (#BVVXhain) also spoke, and a student jazz group from the Volkshochschule played music! There was coffee and cake, and a cute tote bag <3.

Really addressing issues that affect us all: the difficulty of getting city hall appointments needed to register your address when moving, getting IDs & passports. Last week there was a no-appt-needed day the district took part in. Seemed to work out & they’ll analyze the experiment. /21 #bvvxhain

Also some bits I didn’t quite catch about which city-owned housing corporation might be interested in acquiring it, if any could be found. Financing is also always a difficult question but it has been done in the past. 20/ #bvvxhain

Very exciting question for a housing nerd like me about the district using its right of first refusal to buy residential buildings. Florian Schmidt responds in detail (>9 min) and reveals a rough calc for social housing: new >4000€/m2, buying existing is ~2700€/m2, w/est. reno costs. 19/ #bvvxhain

I’m running out of steam, but the FDP has a question on the state of & renovation of school toilets. Everyone knows I love infrastructure! Schools are maintained holistically; in the financial situation, no money for specific toilet refurbs. Seems the only recent one was in my hood! 18/ #bvvxhain

CDU rep asks about primary and sub tenant registrations, as well as how many violate the rent brake. Apparently none of this data is collected when people register, as German federal law doesn’t call for it. Kind of confused why this question was even asked. 17/ #bvvxhain

Traffic calming around Ostkreuz is up next as a question. It’s apparently not affected by the Kiezblock financing issue as the whole district has a traffic reduction policy. The response by mayor Clara Hermann is very detailed (3 parts) even though she’s stepping in for someone. 16/ #bvvxhain

Slightly notorious councilor for building Florian Schmidt answers that they’re working on it, which results in some peeved follow up questions about how long it’s taking. 15/ #bvvxhain

Next inquiry is about the external export report in the structural integrity (? Bausubstanzgutachten) of a building on Hafenplatz that was decided some time last year. Apparently the question is about whether the landlord was asked or informed about this. Appears to be a deep cut. 14/ #bvvxhain

Seem lots of services may be affected, from addiction / medical counseling to senior services. Unfortunately the budget situation doesn’t seem to have lot of wiggle room to support what are acknowledged as important activities, plus there are issues with the physical facilities. 12/ #bvvxhain

It’s deteriorating a bit into a medley of commentary on traffic rules / cars / public transit / cycling. Unsurprising for local government to be honest but I don’t know if I’d have the energy to constantly retread old ground. 10/ #bvvxhain

Next speaker says the instrumentalization of the negative sentiment at single neighborhood meetings ignores all the local participation events before. Reminds me a bit of Jerusalem Demsas’s writing on hyperlocal land politics and undemocratic and discretionary veto points. 9/ #bvvxhain

You can see here the fractures between district and city-level politics (resolution to support Kiezblocks is also brought by #bvvxhain SPD). I think it’s someone from the FDP now speaking about how this is being done “to” neighborhoods instead of with them. He’s also against bollards 🤪 8/

Next up: Kiezblocks, which are kind of like the Berlin version of Barcelona’s superblocks (London: low traffic neighborhoods) whose financing has been cut by the city state of Berlin, currently led by the center-right CDU in coalition with the SPD (center left social democrats) 7/ #bvvxhain

District mayor Clara Hermann rose to speak that the tax in question (Grundsteuer ➡️ Like a property tax) goes directly to local municipal expenses, like services for unhoused people and parks. Asking our district bear that cost alone isn’t fair. It’s somehow 800000 euros. 6/ #bvvxhain

Several speakers now on a resolution for asking the city of Berlin change taxes (I think) on cultural institutions like night clubs which are a special part of the character and identity of Berlin as a city and this district in particular. 5/ #bvvxhain

and I think an SPD representative agreed more supply is necessary but the district is already so dense… and admitted there were mistakes made in the past (?). 4/ #bvvxhain

It’s quite hard to catch the names of people who rise to speak, would be a use of the projector screen that just shows the district logo. Someone from the Linke agreed about commercial rent regulation, then someone from the CDU was against it, but wants more supply in the market… 3/ #bvvxhain

Now Pascal Striebel (Greens) is speaking about commercial rent regulation and support for AHA (Allgemeine Homosexuelle Arbeitsgemeinschaft), one of the oldest if not oldest queer organizations in Berlin.
