Correct me if I'm wrong but these bolts don't seem to have been designed with locking pins in them? Easy to tell because the single bolt to the left is attached with a locking pin and isn't loose. The lower one is visibly loose, you can see air on both sides of the washer. (I added the arrows to this picture).
