The Conservatives in Spain are mega-angry. I believe the translation here is "The PP sign three accords with EH Bildu while [PP leader pictured below, with most seats in the Spanish House, but not a majority] Feijóo attacks Sanchez for “making deals with hoodlums”.

"Hoodlums” is referring to the exiled leaders of the Catalán independence party Junts. The leader Carles Puigdemont (who looks like some sort of Spanish member of The Beatles) was granted amnesty to return to Spain from Waterloo.
