Look, I have been a lobbyist for over 16 years. I know what an Impact Assessment is and that technically the Commission has committed in its #BetterRegulation Guidelines to always do one before proposing legislation.

I also know the difference between such an independent Impact Assessment and a Staff Document that's conveniently and misleadingly called "Analysis of Impacts."
