A presidential pardon _doesn't even have to be signed_ by the POTUS or anyone else; it just has to exist to hold the full force of the law. The _convention_ of signing them was introduced a few decades ago; before then, just saying the words on record was enough to make it happen. Weird? Sure. And here we are.

My observation is the issue has been kind of bubbling under the dominant news cycle for some time now. As best as I can figure, #Trump is alleging that #POTUS Biden actually had no idea what was going on in his own administration, and various minions did all the decisionmaking and heavy lifting and used the #autopen to make it look like the President was engaged.
