Żelazna kurtyna dla dronów opadła. USA oficjalnie zamykają rynek dla nowych modeli DJI

Stało się to, o czym spekulowano od miesięcy. Federalna Komisja Łączności (FCC) wpisała zagraniczne drony na czarną listę zagrożeń dla bezpieczeństwa narodowego Stanów Zjednoczonych.

Dla Amerykanów oznacza to koniec dostępu do najnowszych gadżetów DJI. Dla reszty świata – wielki znak zapytania o przyszłość branży.

Jak informuje Ars Technica, w USA obowiązuje zakaz importu i certyfikacji nowych dronów produkowanych przez „zagranicznych adwersarzy” (czytaj: głównie Chiny). Decyzja ta jest pokłosiem ustawy Countering CCP Drones Act i wpisuje urządzenia latające na tzw. Covered List – obok sprzętu Huawei czy ZTE.

Co to oznacza w praktyce dla użytkowników w USA?

Użytkownicy dronów (osoby, które już mają taki sprzęt) mogą z niego dalej korzystać. Zakaz nie uziemia fizycznie obecnych w USA urządzeń (choć poszczególne stany mogą wprowadzać własne restrykcje).  Ponadto sklepy w Stanach wciąż mogą sprzedawać zapasy. Modele, które uzyskały certyfikację FCC przed wejściem zakazu (np. obecne generacje DJI Mini czy Mavic), nadal mogą być sprzedawane.

Niemniej każdy nowy model, który DJI (lub Autel) chciałoby wypuścić na rynek USA od teraz, nie dostanie zgody FCC. Nie wjedzie legalnie do Stanów Zjednoczonych.

Bezpieczeństwo czy protekcjonizm?

Oficjalny powód to „nieakceptowalne ryzyko dla bezpieczeństwa narodowego”. FCC i Biały Dom obawiają się, że chińskie drony mogą służyć do inwigilacji infrastruktury krytycznej, tłumów na imprezach masowych (jak nadchodzący Mundial) czy przesyłania danych do Pekinu.

DJI w swoim oświadczeniu nazywa to wprost „protekcjonizmem”. I trudno nie przyznać im racji w jednym aspekcie – amerykańskie alternatywy (np. Skydio) są powszechnie uważane za droższe i technologicznie słabsze. Jak powiedział New York Timesowi jeden z ekspertów: „Amerykańskie drony są w połowie tak dobre, a kosztują znacznie więcej”. Mimo to, rodzimi producenci w USA otwierają szampana, wieszcząc „uwolnienie amerykańskiej dominacji”.

Co z Europą?

Dla nas, użytkowników w Polsce, kluczowe jest pytanie: czy Bruksela pójdzie śladem Waszyngtonu? Biorąc pod uwagę rosnące napięcie geopolityczne i raporty (jak ten OSW o chińskich samochodach), drony mogą być następne w kolejce do regulacji.

Na razie jednak możemy spać spokojnie – i latać naszymi Mini 5 Pro legalnie. Ale warto obserwować sytuację, bo jeśli DJI straci rynek amerykański, może to spowolnić tempo innowacji, do którego przyzwyczailiśmy się w ostatnich latach.

I have a cheap #Autel #OBD2 reader for the car. Reading some datapoints (gearbox adaptations) I’m expecting the values to be between -300 and +300. But the code reader is showing me values either in the range 0 to 300 or 64000 to 65386.
I believe that the values are stored as signed 16 bit values, but the code reader is displaying them as unsigned values. I have been converting them to binary and converting back to decimal, learning about two’s complement in the process.
My wife is uninterested!
