  1. A quotation from Richard Steele

It’s a particular Observation I have always made, That of all Mortals, a Critick is the silliest; for by inuring himself to examine all Things, whether they are of Consequence or not, he never looks upon any Thing but with a Design of passing Sentence upon it; by which Means, he is never a Companion, but always a Censor. This makes him earnest upon Trifles; and dispute on the most indifferent Occasions with vehemence.

Richard Steele (1672-1729) Anglo-Irish writer, journalist, playwright, politician
Essay (1709-07-14), The Tatler, No. 29

  2. Spent some time recently tracing the history of the discount rate guidance in various recent editions of the Green Book and its supplementary documents.

The guidance has changed, and in the latest Forthcoming Change notices from DfT, TAG is now taking more of it on board.

It’s a complicated story. The kitchen table came in handy…

Look out for the resulting thoughts, in this week’s edition of Local Transport Today.

  4. Released ore v0.25.1 (and a number of other releases) which closes most of the behavior gaps with bundler.
Released appraisal2 v3.0.4, which now works in all scenarios I’ve tested using ore via —gem-manager=ore

  5. Calling all Shakespeare fans in #transportplanning or economic #appraisal...

    Tonight is Twelfth Night.

To celebrate*, I’ve hidden a phrase from that very play🎭 in my blogpost on the latest changes to #TAG. Can you spot it? Comment below if you do.

    * And definitely not as a contrived excuse for a blatant plug for my run-down of all the latest updates to the DfT 's Transport Analysis Guidance. Not at all.

  7. “You’re the page 3 boy”, a colleague said…

That’s one way of putting it!

Today’s issue of Local Transport Today includes my piece on the new road freight values of time that DfT is proposing:
🔴 What’s the problem with the existing values?
    🔴 Why does it matter?
    🔴 What’s the proposal?
🔴 And what will it mean for appraisal results?

As a bonus, there’s a Graham ‘explainer’ on another topic too.

And there's a feature on the recent Transport Planning Society paper that I contributed to, about the Green Book Review.

So if you’re not already an LTT subscriber, this edition is a very good one to start with - but I'm biased!

  8. Lots of technical updates on transport modelling and #appraisal coming out of #DfT recently.

My application to host #Strictly might have to wait until I've read all these and responded to the mini-consultation on road freight values of time...

  9. Updated: my ready-reference chart for the #AMAT cycling infrastructure categories.

I've updated the valuations to 2023 prices and values, in line with the latest #TAG #databook .

The chart helps with picking the correct DM and DS cycling infrastructure categories when running an active travel scheme through AMAT.

It also covers using these categories as proxy values for other improvements to journey quality.

    Find it at grahamjames.co.uk/amat/

The previous version using 2010 prices and values is still there as wekk, in case you need it for an older appraisal that's still using those.

  11. My week at work (fieldwork edition):

Out and about, troubleshooting transport problems for a local authority. Four towns, all distinctly different places. Four different sets of issues, 4 different solutions.

    Plus...
▶️ how transport project #appraisal could develop next. #TagFEST #TAG
▶️ Statutory requirements for how parking revenue gets spent
▶️ Which way is north - grid, true or magnetic?
▶️ And what's really inside TV detector vans? (Yes, there was a transport planning context!)

This lovely wildflower meadow to finish the week.

  12. The new May 2025 versions of the #TAG units and supporting material are now included in my "TAG at a glance" webpage.

For each unit / workbook / databook / etc, there's a summary of what's new in the current version, and a direct link to the item.

The May 2025 updates (including one bonus mini-change not previously advertised) are highlighted.

  15. Funny how things go....

Yesterday I mentioned in my blogpost that unlike the other two parts of the DfT VfM framework, the supplementary guidance on landscape monetisation isn't relevant to most projects.

Today I needed to check back with it on a project!

  21. #McConney testified that he valued #MarALago from 2011 - 2021.
Each year he valued the property as if it could be sold as a private residence.
However, #Trump had signed a 2002 deed w/National Trust for Historic Preservation that required it only be used as a club.

    #NYAG #Amer introduced a 2007 #appraisal of MAL that McConney had reviewed.
The appraisal included the above mentioned deed, showing McConney knew about it , despite the fact that he valued the prop as if it were a private residence.

  22. NYAG's introduced an #appraisal done by Cushman & Wakefield in 2014 that assessed #Trump’s #BriarcliffManor property value of an "easement donation" related to the 71 units on the property at $43.3M

    Despite the appraisal, #McConney valued the property the same ($101M) in 2015 - 2018 after a Nov 17, 2015 phone call w/ #EricTrump.

"Leave value as is," Eric Trump told him in the call, McConney said.

  23. #McConney said he never used Cushman & Wakefield’s #appraisal of 40 Wall St but also never asked #DougLarsen if the cap rates he (McConney) was using for valuation were appropriate or what cap rates Larsen used.

But in his worksheets, he wrote the cap rate he used was “per a telephone conversation w/ Doug Larsen.”

    #NewYorkvTrump ended for the day.

McConney's testimony resumes Fri (likely to go thru all day)

#AllenWeisselberg will be the next witness on Tues.

  24. #Bender testified Tues that certain info had been #withheld from him & his #accounting firm, including the existence of certain #appraisal reports.

However, today, Wednesday, #Suarez got Bender to admit that he had access to bases for valuing the real #property #assets in the statements of #financial condition &
