Apple has locked my Apple ID, and I have no recourse. A plea for help

Tying to fix my parents' in law's apple stuff. They cannot access the appstore on their #iphone (running under an appleID), to get an app, because the #appstore app wants an appleID / #apple account #password - which they no longer know. They can log into their #macbook as a user (same appleID) with their mac_book_user_password
Do I understand it correctly:
they can choose a new #appleid #appleaccount password (to a access the appstore etc.) using the mac_book_user_password to #authenticate ?

Gestern ist #AppleVisionPro in den #USA gestartet. User außerhalb der USA müssen sich auf Einschränkungen gefasst machen. Apple Vision Pro funktioniert nur auf Englisch, es gibt nur eine englische Tastatur, englische Diktate und mehr. Zudem wird eine US-#AppleID vorausgesetzt, um #AppleMusic oder #AppleTV+ nutzen zu können. #Apple hat eine Pressemitteilung mit Fotos zum Verkaufsstart veröffentlicht:

#timemachine worked again after about a week. I deliberately opened the files & folders that indicated that they needed to be downloaded (a cloud with a down arrow) to make it synch. That was a lot of clicking but seems to have accelerated getting all the files to #synch - in the sense of "come back to my machine" (as I said, the OS moved my stuff to the cloud / #idrive without me asking it to when I changed / #deleted a #local #user on my #macbook who was using the same #appleID )

For those who want to use hardware security keys to secure your Apple ID, make sure you fulfil these requirements: all your devices need to support iOS 16.3, iPadOS 16.3, macOS Ventura 13.2, or later. They also ask you to register at least two hardware keys when you activate hardware security keys on your Apple ID.
