In 2024, Virginia-based contractor CACI was found liable for $42 million in damages by a jury in federal court. In March of this year, the Fourth Circuit Court of Appeals upheld that verdict, but then the Supreme Court ruling in 'Cisco Systems Inc. v. Doe' gutted the 1789 federal Alien Tort Statute, which used to allow non-US citizens to bring suits in US courts (it still does allow that, but to an almost comically limited extent). And I think the White House Council office wrote an argument saying that what the United States was doing in Iraq or any of the black site torture facilities, wasn't torture. Because America doesn't torture people. Therefore everything we do, isn't torture. And they said it with a straight face.
