🔹 The heavy nuclear cruiser "Peter the Great" was previously declared beyond repair due to wear and tear. The commission considered repairs and modernization inappropriate.

🔹 Meanwhile, the British Royal Navy reported that Merlin helicopters tracked the Russian reconnaissance ship Viktor Leonov off the coast of Scotland, which was observing NATO exercises.

  14. Zelenskyy: Russia planning new large-scale attack on Ukraine targeting energy and logistics infrastructure

President Volodymyr Zelenskyy has said, citing intelligence reports, that Russia is preparing to carry out a new large-scale attack on Ukraine.

Source: Zelenskyy in his evening address on 2 November

Quote: "We have intel that Russia is preparing a new massive attack on our country – primarily targeting energy and logistics."

Details: Zelenskyy said the Russians are counting on the world's attention being focused on "the American midterms, and what is happening here in Ukraine, along with our difficulties with air defence and Patriot missiles, will be overlooked".

"We need signals from the world to Russia that will make them feel that terror is no good, that it will bring no gains, and that as long as this war continues, their oil will burn, and they will not be able to make money doing business with the world," the president noted.

Zelenskyy stressed that "we must not play games" when it comes to Russia's oil and gas revenues. Russia must be put under such pressure that it has no alternative but to end the war.

Quote: "America can do this, the world can do this. These Russian killings must be stopped. And we in Ukraine are quite rightly responding to every Russian attack on our people and our cities."

  16. Polish security forces prepare for possible sabotage on border with Russia's Kaliningrad Oblast

Polish police, working alongside the armed forces, the border guard and the security services, have established a special operations headquarters for a preventive security operation in the Warmian-Masurian and Podlaskie voivodeships.

Source: Marek Boroń, Commander-in-Chief of the Polish National Police, on Polish radio station RMF FM, as reported by European Pravda

Details: Preventive measures are being taken in response to reports that acts of sabotage may be carried out on the border with Kaliningrad Oblast in the coming days.

"This is directly related to the situation in our country today, namely acts of diversion and sabotage, this hybrid crime and the activities of Eastern secret services," Boroń explained.

The operation is being conducted by the police. Its command centre is located at the National Police Headquarters. The regional police headquarters in Olsztyn and Białystok are also involved.

The authorities were warned last week by military intelligence and allied intelligence services that sabotage could take place on the border with Russia, including incursions by armed groups.

Quote: "The police are ensuring security in the Królewiec district in case of possible incidents that could lead to acts of sabotage.

To this end, reinforcements from police departments in several voivodeships have arrived in the border area. This follows information we have also received from external services. We must ensure the safety of citizens living there, as well as protecting facilities and responding to any situations that could pose a threat to the public."

Details: Boroń denied any connection between the police mobilisation and the political crisis surrounding Poland's Constitutional Tribunal, where a dispute over the court's leadership has sparked protests and a confrontation between the government and the opposition.

    Background:

    • Poland's Territorial Defence Forces are to establish a special brigade tasked with protecting the border with Kaliningrad Oblast.

    • Lithuania's enhanced security measures along its border with Kaliningrad Oblast will be extended until mid-November.

    • Russian ruler Vladimir Putin recently confirmed threats made through Russian embassies against NATO countries, saying that in the event of a direct attack on Kaliningrad or another Russian region, Russia would use its entire arsenal of weapons.

  19. Zelenskyy’s defence tech adviser announces protective "dome" over Kyiv that interferes with Shahed radio communications – photos

Serhii "Flash" Beskrestnov, an adviser to the Ukrainian president on defence technologies, has said a protective "dome" has been created over Kyiv that disrupts the radio communications used by Shahed drones.

    Source: Beskrestnov on Facebook

Details: Beskrestnov explained that Russian drone operators use mesh radio communications to control Shahed loitering munitions remotely, so a protective dome had to be established over Kyiv to interfere with these signals.

    Photo: Beskrestnov on Facebook

Quote: "The task was large-scale and ambitious: a huge amount of work had to be completed across the entire city in just a few weeks.

All the major manufacturers of electronic warfare equipment were involved in the process, working around the clock to produce and install the equipment. The General Staff, the Ministry of Defence, the Ministry of Internal Affairs, the National Security and Defence Council, the President's Office and other units of the Armed Forces of Ukraine worked on the operation. The president supervised the operation throughout."

Details: Beskrestnov said the operation was complex both technically and organisationally.

  20. Eighteen killed in Russian aerial bomb attack on school used to distribute humanitarian aid in Zaporizhzhia Oblast – photos, video

Russian forces have bombed a school used to distribute humanitarian aid in Komyshuvakha, Zaporizhzhia Oblast. Eighteen people are known to have been killed.

Source: President Volodymyr Zelenskyy on X (Twitter)

Quote: "An utterly horrific Russian attack on the settlement of Komyshuvakha in the Zaporizhzhia region. Since this morning, the settlement has been hit several times by aerial bombs. The strikes targeted a school used for humanitarian purposes – people were receiving humanitarian aid there."

Details: Zelenskyy said that after the initial aerial bomb strike, the Russians launched a repeat attack with nine more bombs, hitting the shelter where people were taking cover.

"Tragically, 18 people have already been reported killed. My condolences to their families and loved ones. Five people have been injured. A rescue operation is underway at the site, and the search for people continues. It is extremely difficult. Military forces, first responders, and special services are involved," the president reported.

Zelenskyy said the Russian forces could not have been unaware that humanitarian aid was distributed at the school every week to local residents who had remained in Komyshuvakha.

Quote: "And this is further proof that Russia wants no de-escalation and no real justice. After the humanitarian operation in Oleshky, there was a moment when the next steps could have shown that progress towards peace was possible. With these killings, Russia is sending an entirely opposite signal: Russia is counting on more killings.

There must be a response to this – a response from the world. A strong and tough response. A response to Russia. And support for Ukraine. We must protect lives."

  21. Putin has ordered private data centres to allocate capacity for state, says Reuters

Russian owners of non-state data centres will be obliged to reserve 10% of their capacity to ensure the uninterrupted operation of Russia's IT infrastructure under a decree signed by Russian leader Vladimir Putin on Monday.

    Source: Reuters

Details: Putin has instructed the Russian Ministry of Digital Development to compile an inventory of available capacity and space in private data centres across Russia.

A special government commission, to be established under this decree, will be empowered to demand the release of reserved capacities, and operators will be required to provide access within 24 hours of such a decision.

The decree also allows for the temporary use of data centres located abroad, provided that permission is obtained from the Federal Security Service (FSB).

In recent weeks, Russian data centres have become targets of Ukrainian drone attacks: in October, facilities operated by Yandex and Sberbank were hit.

    Background:

    • In October, drones attacked Sasovo in Russia's Ryazan Oblast, causing a fire to break out at the Sasta plant, where the Yandex DC LLC data centre is located.

    • The Yandex press service reported that the data centre in Sasovo had completely suspended its operations following a drone attack in the morning.

    • On 9 October, Yandex reported a new attack on a data centre, this time in Kaluga.

    • On 11 October, the Russian company announced the suspension of operations at a data centre in Vladimir due to a drone attack.

    Source: Finnish newspaper Iltalehti

Details: Kummola said he had discussed the issue with the new IIHF president. He stressed that it had been made clear that any decision to exclude Ukraine and replace it with Russia would be impossible to implement, adding that no one would dare to make such a decision.

  26. Cooperation with Trump and end to military aid for Ukraine: Germany's AfD unveils policy papers

Foreign policy representatives of Germany's far-right Alternative for Germany (AfD) party have presented two position papers calling for closer cooperation with the Trump administration, an end to military aid for Ukraine and a rapprochement with Russia.

Source: European Pravda, citing German newspaper Welt

Details: Markus Frohnmaier, the AfD parliamentary group's foreign affairs spokesperson and deputy leader, fellow deputy leader Stefan Keuter, and Gerold Otten, deputy head of the group's foreign affairs working group, reportedly presented the two position papers in Berlin.

The papers note that the US and Europe are inextricably linked by a shared culture and history. They also mention millions of descendants of German immigrants, adding that figures such as Donald Trump embody this German heritage.

The AfD's foreign policy experts are seeking mutually beneficial, pragmatic transatlantic cooperation and welcome certain aspects of the Trump administration's shift in foreign policy. They support a possible reduction in US troop numbers in Germany and plans not to deploy US missiles there.

In its paper on German-Russian relations, the AfD reiterates its calls to restart the Nord Stream gas pipeline, lift economic sanctions against Russia and end military aid to Ukraine.

The paper does not repeat the condemnation of Russia's invasion of Ukraine issued by the AfD parliamentary group after the full-scale invasion began in 2022. The AfD's foreign policy representatives describe the war in Ukraine as a tragedy that should end as soon as possible. They call for a peace settlement that takes into account the security interests of all parties to the conflict.

They argue that Ukraine should be neither a NATO nor an EU member and should become a neutral state again. Russia, they say, must recognise Ukraine's sovereignty. However, the paper also states that it is unrealistic for Ukraine to regain all its territory, including Crimea. The politicians propose that Ukraine's existence as a state and the territory it retains after a ceasefire or peace agreement should be secured by guarantor countries, preferably those not involved in the current war.

    Background:

    • A recent poll shows that the majority of Germans consider the AfD a threat to democracy.

    • Meanwhile, an AfD MP has been elected as the president of a state parliament for the first time in Germany's history.

  28. Ukrainian human rights commissioner explains why people were not evacuated from Oleshky directly to Kherson

Ukrainian Human Rights Commissioner Dmytro Lubinets has said that the evacuation route from temporarily occupied Oleshky directly across the river to Kherson was never considered, as the front line passes there and weakening Ukrainian defence is unacceptable.

Source: Lubinets at a press conference on 2 November

Details: Lubinets noted that the plan for evacuating people was developed in close cooperation with Ukrainian forces.

Quote: "The logistical route was developed taking into account information from the Armed Forces of Ukraine… Nobody ever even proposed [another one], on the contrary, I was warned: don't even think about supporting the proposal [by the Russians] regarding mine clearance and creating such a possibility from Oleshky directly to Kherson. This is the front line, we will not agree to this, we will definitely not do anything that will weaken the defence of Ukraine, which is why this route was never considered."

Details: Lubinets added that the Security Service of Ukraine, military intelligence and testimony from Ukrainians who had previously escaped the occupied city on their own were also involved in developing the evacuation route.

"This logistical route was developed taking into account two main criteria: first – the safety of the people, second – speed," he emphasised.

In addition, the commissioner noted that Ukraine and Russia are in communication regarding the systematic delivery of humanitarian supplies to those who have decided to stay in Oleshky.

Quote: "We discussed the possibility of making such delivery of humanitarian assistance systematic. We directly agreed on this. Communication is currently ongoing on how to do this at least once a month. This is necessary for the survival of citizens who made the decision to stay in Oleshky, so that they have at least some basic items."

Details: Lubinets said that some residents had chosen to stay in Oleshky, although he did not disclose how many. He stressed that those who stayed had personally confirmed to him that they had made the decision of their own free will. Food, water, medicines, fuel for generators and specialised equipment were delivered to support those remaining in the town and its hospital, which is still operating.
