Manfred's proposed "Golden At-Bat" rule is so inane, it is clearly a misdirect for something. Now we just have to figure out what he is trying to hide.

It doesn't seem likely that he just needed to get his name in the news again, he has lots of ways to get attention that would make him look far less like a bumbling idiot. He may even have ideas that show that he understands something about the game of baseball. I've yet to see that though.
