No, no, no. This only in the lower levels of Open Access (Gold, Green and Hybrid). The ultimate goal of the Open Acess movement is Diamond or Platinum, in which authors *don't* pay to publish, and all articles are free to disseminate (eg under CC licenses).

eContent Pro International Press is confused.

But it also says that "the open access processing charges that offset the publication costs are funded by individuals, sponsoring institutions, grants, and so on" and that it's "committed to offering some of the lowest Book Processing Charges (#BPCs) in the industry."

Still have a lot to learn about Diamond OA journals. I thought they were usually self-published ot hosted by research institutions, but it turns out some are hosted by commercial publishers, such as Springer for SJES.
