CW: "Gaming the system" or "playing the game"
I think what's often missed in discussions of the frequent binary back & forth of "those people are gaming the system and that's why people in real need can't get help", especially of poverty & disability aid, vs "no one could or would ever really game the system, because it's too difficult" is that in the incredibly overly complicated law & rule set that exists, to the point of lawsuits filed & won over them, yet no law changes actually being made (just a few somewhat rewritten forms made) you do need to play their game of basic paperwork & enforcement hopscotch, just to make "the rules" functional.
Different people & situations requiring different metaphorical footwork, some very fair hops may include:
1. Not reporting "gift" of leftover food received for helping someone serve food at their house party, once a year. (Without receipts, clerks won't even consider that it really has happened, just as they never will if you've spent money on OTC treatments recommended by a Dr of yours for your medical problem(s).)
2. Listing what you can do when any &all of your chronic medical conditions are moderately to severely flaring up, without injuring yourself (as in an approximate annual average), not what you can do on or near your "best"/least symptomatic day, when under pretty immonent threat, with moderate to severe injuries being the result of that "push" too far. (*See also: "faking it" when if anything the faking is wellness. ) No one who's really looking to hire a full time employee wants a person who can't do the job at 1/10th or less of that time.
3. Not reporting any gig work jobs that you netted a monetary loss with.
4. Not reporting the currently appraised value of Jewelry, that you've not had appraised & would need immonent lethal force threatened to consider selling/giving up. *They're looking for cashable and/or investment assets with this question, not things you'd consider chancing getting shot to keep.
All 4 of these can at least theoretically be considered "lying" in questionnaires but none are even close to truly committing "fraud", rather they are all "playing the game".
