According to two European officials, some on the sidelines are already doubting how effectively money is being spent and whether Ukraine is overestimating its own needs. "The war objectively became more expensive," said Olena Prokopenko, a foreign policy expert of Ukraine, senior researcher at the German Marshall Fund Research Institute. According to her, if Ukraine can prove to its European partners the real need for these baskets, they will definitely find a way out — both for the sake of saving Ukraine itself and for their own security.

    As the NYT points out, the exact reasons for the appearance of the budget deficit are still not fully understood and cause debate. Former Minister of Defense Mykhailo Fedorov and the current leadership shift responsibility to each other for how they used the funds provided for at the end of the year. At the same time, the head of the budget committee of the Verkhovna Rada, Roksolana Pidlas, said that at the beginning of this year, she was warned about the expected deficit of about $7.5 billion. But military spending in the first eight months of 2026 rose by more than 17 percent compared to the previous year. "We have to take into account the fact that Russian tactics are changing, and this worsens the situation for Ukraine," Pidlasa said. According to her, increased Russian attacks on Ukrainian industry, including metallurgical plants and the grain export corridor, led to the loss of about half of expected revenues last month alone.

    In April, the EU agreed to a loan of more than $100 billion for Ukraine, although it was not easy due to political disputes. The money was to be paid over two years: half in 2026 and half in 2027. However, eight European diplomats and officials believe that speeding up these payments may be the only realistic way to quickly give Ukraine the baskets it needs. According to them, this idea is now gaining support in Europe.

    For reference: The Admiral Essen is a Russian Project 11356R Burevestnik-class frigate, launched in 2014 and commissioned into Russia's Black Sea Fleet. The vessel took part in missile strikes on Syria in 2017 and has been involved in strikes on Ukraine since 2022. It is armed with 3M14 Kalibr cruise missiles, the Shtil-1 surface-to-air missile system and a 100mm A-190 gun.

    The R-360 Neptune cruise missile is designed to destroy ships with a displacement of up to 5,000 tonnes and, like other missiles of its class, can be launched from land, surface and air platforms. In April 2022, a Neptune missile was used to sink the Russian cruiser Moskva.

    In late 2025, Zelenskyy confirmed that Ukraine was also using the upgraded Long Neptune version. The Neptune-D system uses RK360L cruise missiles with a range of up to 1,000 km and a 260kg warhead. The missile is designed to strike both land and maritime targets.

    A Russian drone attack caused a fire at a food processing plant in Bila Tserkva.

    "State Emergency Service workers arrived at the scene promptly and spent the entire night dealing with the aftermath of the attack. The fire has now been contained. The emergency services' work was made more difficult by frequent air-raid warnings and the threat of further Russian strikes," the State Emergency Service said.
