Definitely Carnaby St. (well, the corner of Gt Marlborough St.)
The chap in the striped jacket ogling the woman's bum looks a bit like David Essex. The woman seems to be the focus of the picture (whoever she is).
The guy on the right is not unlike Peter Noone but I've no idea who the rest might be.
