The fact that he settled a non-case also makes it seem that the settlement terms (slush fund & freedom from IRS audit & prosecution) were pre-planned and the whole thing was a ruse.

This was a political move by the #Trump admin too. I thought this earlier when I saw them announcing it in Miami – a city (& state) with many Cuban Americans.
One Spanish-language Telemundo reporter expressed joy that the admin indicted Castro.
Oh, also, I read recently that there are wealthy folks of Cuban heritage who want to go back to Cuba and desire regime change. (The idea being that Trump would effectively set them up as the ruling class.)
