    Los ingresos públicos se deben mejorar de manera progresiva sin sacrificar a la clase media porque sus integrantes son quienes cargan con el peso de los impuestos, sugirió la copresidenta de la Comisión Independiente para la Reforma de la Fiscalidad Internacional de las Empresas, Jayati Ghosh.

    En ese sentido, dijo que una reforma económica-tributaria es urgente en el mundo para que se evite que el reducido grupo de personas que manejan las compañías más grandes sigan sin pagar de manera justa.

    Al dictar la conferencia magistral “¿Quién financia el bienestar? Desigualdad, impuestos y poder”, la economista hindú precisó ante estudiantes, académicas y académicos de la Facultad de Economía de la UNAM que ni siquiera se puede hablar de que las élites y las grandes corporaciones lo hagan en proporción justa.

    Antes, la directora de la FE, Lorena Rodríguez León, destacó que en el contexto actual, marcado por crisis recurrentes, tensiones geopolíticas y desafíos con el cambio climático, el pensamiento de Jayati Ghosh adquiere renovada vigencia al invitarnos a repensar la economía no como un ejercicio meramente técnico, sino como una disciplina comprometida con la construcción de sociedades más justas y el bienestar de las personas.

    Este, acotó, tampoco es resultado automático del crecimiento económico, es construcción política, institucional y social que requiere de decisiones deliberadas.

    Para una institución como la Facultad, con larga tradición en estudios del desarrollo y pensamiento crítico, estas ideas resultan pertinentes porque nos recuerdan la importancia de formar economistas capaces de transformar la realidad, aseveró Rodríguez León.

    Trato individual

    Durante esta actividad académica -que forma parte del Primer Encuentro Nacional de Financiamiento para el Bienestar, coorganizado por la FE, OXFAM México, Alianza para la Justicia Fiscal y la Comisión Independiente para la Igualdad con Justicia Fiscal- Ghosh recordó:

    Se ha tratado de aplicarles más a las personas con mayores ingresos, pero hay evasión legal de las grandes corporaciones -o de manera ilegal (paraísos fiscales)- y los gobiernos carecen de mecanismos para presionarlos.

    A decir de la también profesora de economía en la Universidad de Massachusetts Amherst, la manera en que los evaden es al usar sus ingresos para promover jurisdicciones fiscales, es decir, tienen diferentes direcciones en cada país donde operan haciéndolas pasar por empresas diferentes, lo que implica pérdidas en recaudación por miles de millones de dólares.

    De acuerdo con la especialista, el cambio fiscal tiene una solución sencilla: tratar a los grandes corporativos como una sola organización, o sea, si tienen reportes anuales es evidente la proporción de ganancias a nivel mundial y, a partir de ahí, calcular los impuestos, por ejemplo para México.

    Este tipo de iniciativas las trató de implementar la Organización para la Cooperación y el Desarrollo Económicos, la cual propuso que los llamados paraísos fiscales tuvieran una tasa de impuestos mínima, detalló Jayati Ghosh en el auditorio Ho-Chi-Ming. –sn–
