Huang od dawna konsekwentnie krytykuje amerykańską politykę twardych restrykcji eksportowych, która odcina Nvidię od rynku chińskiego. Jego zdaniem embargo na najnowsze architektury (takie jak Blackwell czy Rubin) przyniosło odwrotny skutek do zamierzonego. Doprowadziło to do sytuacji, w której udział Nvidii w rynku chińskim spadł niemal do zera, jednocześnie zmuszając tamtejsze podmioty do błyskawicznego rozwinięcia własnych, niezależnych technologii i łączenia starszych generacji chipów w potężne, wydajne klastry obliczeniowe.

Głównym argumentem szefa Nvidii za poluzowaniem restrykcji jest chęć utrzymania globalnej dominacji amerykańskiego środowiska technologicznego. Huang wierzy, że świat – włączając w to Chiny – powinien rozwijać swoje projekty w oparciu o amerykański fundament (tzw. tech stack).
Nvidia posiada obecnie gigantyczną przewagę dzięki autorskiej architekturze CUDA, która stanowi standardowe środowisko pracy dla większości programistów AI na planecie. Jeśli technologia ta będzie powszechnie dostępna, globalna sztuczna inteligencja – niezależnie od tego, czy powstanie w USA, czy w Azji – będzie de facto kontrolowana przez amerykańskie standardy sprzętowe i programistyczne. Zablokowanie dostępu sprawi, że Chiny stworzą całkowicie własny, konkurencyjny ekosystem, nad którym Zachód nie będzie miał żadnej kontroli.

Krytycy stanowiska Huanga wskazują jednak na realne ryzyko militarne. Choć układy GPU nie są systemami ściśle wojskowymi i znajdują zastosowanie w nauce, medycynie czy biznesie, to sztuczna inteligencja jest technologią podwójnego zastosowania. Te same procesory, które renderują grafikę lub napędzają cywilne chatboty, mogą być wykorzystywane przez armie do analizy zagrożeń wywiadowczych, prowadzenia symulacji pola walki czy sterowania autonomicznymi systemami bojowymi.
Nvidia oficjalnie odcina się od jakiejkolwiek współpracy z chińskim sektorem zbrojeniowym. Firma zdementowała m.in. doniesienia o udzielaniu pomocy technicznej startupowi DeepSeek przy optymalizacji modeli, które według amerykańskich raportów miały później trafić do Chińskiej Armii Ludowo-Wyzwoleńczej.
